Dave is a Senior Manager for Municipal Engineering at RK&K in Virginia Beach, VA.  He is a graduate of Old Dominion University and earned his a Bachelor of Science in Civil Engineering in 1979.  He is a charter member of Tau Beta Pi, (Virginia Gamma Chapter, Chi Epsilon, AWWA and WEF.  Dave is also on the Board of Directors of APWA for the Mid- Atlantic Chapter.  He has been involved in the design, construction and oversight of water and wastewater projects for Local, State and Federal government agencies since his return to Virginia in 1985.  Dave holds Professional Engineering licenses in Virginia, North Carolina and Maryland. 

From 2006 to 2010, Dave was responsible for the design and construction oversight of a two-mile long water pipeline in Baptiste (located in a mountainous area in Eastern Haiti) for a Virginia based NGO.   Since 2010, he has continued to assist the Haitian residents of the town served by the water line to operate and maintain the system and oversee repairs and modifications to the system to keep it operational.  In 2015, the latest extension of the water system was to deliver water to the new Baptiste Medical Clinic under construction by Colleagues in Care.

In 2010, Dave was awarded the inaugural Humanitarian Award from Old Dominion University, Frank Batten College of Engineering and Technology for his efforts in Haiti.

In February 2010, Dave traveled to Haiti assist ASCE with an evaluation of the infrastructure as a result of the January 12, 2010 earthquake in Port au Prince.
